The Start option is changed to Continue after the first access to training or track is performed.

When pressing that option, the content of the accessed training course or track is displayed. For more information about the available actions for each item, go to Training in progress or Track in progress. 

That option is displayed only to the users that have permission to cancel enrollment in classes defined in the Control Panel permissions - feature: Learning - Enrollments; option: Cancel active class enrollment.
